The sign’s purpose is to inform those who are using the Hospital’s car park, of the legal obligations that are brought upon them when they enter. For the fact that the car park is based in a hospital, we would expect that the majority of people receiving this information are patients or are some form of relation to the patient. The state, in which they receive this information, will depend on the context (why they are visiting the hospital). They may be stressed or rushing, to visit their loved ones because they are in a serious state or they don’t know what state they are in. In this case the receiver is far less likely to read the car park instructions. For this reason, the manufacturer of the sign has purposely enhanced and enlarged the most important parts of the texts. This is done by using a large and bold text for the “terms and conditions” and “IMPORTANT NOTICE” which is in capital letters to emphasise the severity of the statement.
The text is short and concise purposely, to accommodate both the patients who regularly attend the hospital and those who are there spontaneously. The people who use the hospital car park on a regular basis wouldn’t read the sign every time they enter and leave the car park, for this reason the sign's main texts and points have been abbreviated with an accompanying image to replicate the information in the text. The patients however, may have more time to read and analyse the information. If they will be using the car park regularly, if they are receiving treatment for a pro-long illness then they will need to know how exactly to use the car park efficiently and refrain from receiving a parking ticket. For those who are using the car park, irregularly and may be in a panicked rush, the images provide reassurance as the receiver only requires a basic understanding of the sign.
 
Smaller attention however, is directed to the small print at the bottom. This is due to the fact that, this information usually exposes the company in a negative way. It will give the reciver reason to question, if they even want to use the car park at all. The company must however inform the reciever of any costs or charges for mis-use of the car park. The recievers may not even have time to read and understand how these charges occur. Which leaves the company with a high advantage over the reciever.

Really good GRAPE comments - always use quotes and go into them with terminology to identify the techniques e.g. you are looking at the orthography and the graphology that creates a mixed-mode approach, the use of declaratives and imperatives (also look at cloaked and mitigated imperatives etc.).
